COMMISSIONER ROSENWORCEL ON WEEKLY JOBLESS REPORT SHOWING
6.6 MILLION NEW UNEMPLOYMENT CLAIMS

WASHINGTON, April 2, 2020:  Today, Commissioner Jessica Rosenworcel issued the following statement regarding the announcement that 6.6 million Americans filed unemployment claims last week.  For the last two weeks, nearly 10 million Americans filed jobless claims.

“Today’s announcement is a sad indication of the impact of the coronavirus pandemic on the country’s economy and on the livelihood of so many people that find themselves newly out of work.  As the coronavirus places new strains on our economy and households across the country, we need to make sure that no one is left behind when it comes to communications.  Now is the time to see how we can modernize our Lifeline program and extend its reach to so many in need.  This includes the millions of recently unemployed, seniors, and others at risk at this difficult time.  The FCC has done so before in the face of crisis and it’s time to do so again.”

Can Low Power Part 15 Radio Stations Increase Power Levels During Time of Emergency?

A year ago I scoured the FCC rule books and found a scattered number of circumstances under which emergency broadcast service can be established without an FCC license, and it appeared that only certain licensed categories are provided procedures under which they may operate beyond the limits of their licensed authority, including HAM (Amateur) stations. I closed the study with the impression that any person or group is offered a window to apply to the FCC for Special Emergency Authority to provide a specified location with essential information, but this cannot, if granted, be combined with music or entertainment programming and must cease operation when the emergency is over.

My opinion  is not a definitive reference on the subject and anyone who pursues the idea is responsible for their own fact finding, but The Blare Blog welcomes input regarding any discoveries or experience along this line.

Report from Canada - Artisan Radio

Hi Carl.  Hope things are still going well with you.  What's the status
on your website?  When do you think it will be back up?

Things are going about the same here.  We're essentially in
semi-lockdown - we venture outside only to go on walks (maintaining
social distancing of 6 feet) or essentially errands such as grocery
shopping.

Things look pretty bleak in the U.S., thanks to your 'leader'. It's
better here and there's evidence to be optimistic that Canada is going
to look more like South Korea than Italy or Spain (or the U.S.).

I see that one Part 15 site - Snobbybroadcaster - used the Covid virus
to unabashedly slam other Forums and websites.  The owner stated, and
I'm paraphrasing, that we're still here while others aren't (Part15.org
was having problems, going up and down for a few days).  He also made
reference to the supposed fact that there are no radio professionals on
the other sites.  Because, of course, if you don't have professional
radio experience, you can't have a voice or do anything substantive.

I wonder if that means that owner will no longer talk about computers,
because it's pretty evident that HE has no professional experience in
that field.

We should be so lucky. - Artisan Radio

Thanks, Artisan, for your Report. Here in the midwaste of "The Homeland", center of North America, FEMA Region 7, the Internet Building Campus, home of KDX Worldround Radio SuperStream, better weather has filled the streets with higher than usual pedestrian traffic comprised of runners, joggers, power walkers, dog walkers and screaming children. I've been outside doing landscaping and hearing COVID news on my TECSUN PL310 being transmitted from a CCrane FM2 Transmitter located on an indoor footstool.

Snobby Broadcaster has never said anything nice about other websites or radio stations and has done measurable harm to product manufacturers by childish and false criticisms. As the guest on the Radio Surviver program Snobby made himself the lone source of part 15 low power station information saying nothing to acknowledge other players in the field. As far as hobbies go the "other" sites, outside of his, actually have had more current and retired professionals than his small pool of sycophants who have not shown much professionalism in their remarks on his website.

The kdxradio.com website is still side-lined in its temporary state because I'm waiting for the day when I feel like working on the problem, but there is plenty of toilet paper.

Boomer Signs In and imparts...

I notice that the Long Ground Lead enforcement team and other's in the Police-15 range department are tucked away in the woodwork - for now. People are preoccupied now, but even so, WIMP radio talked about his station getting range and even showing a map, and so far he hasn't been jumped.

It looks like I'll finally have my Procaster put up properly by this weekend, if all goes well. I've had it for a while, but have been doing more with Carrier Current. Now it seems like a good time to extend my broadcast empire, and I found a bracket that will mount on the house where an old TV antenna used to be, and then the transmitter will attach to the bracket, and its cables will run through the hole that the TV Twin-Lead came in.

You're a quaranteenager, that's right, we all are new at this. Thanks for the story about RFBurns of CROCKS and his trials in low power court. He seems like the kind of guy who is generous, giving with his time, taking on leadership and being a mentor, yet spirited and moves fast, and he won't take any bull. - Boomer

The Procaster is a great transmitter from all reports. If we weren't on the brink of pandemonium I'd get one for KDX. And I'm glad that KROCKS legacy has resurfaced as the brilliant radio enthusiast I remember... he is today the Chief Engineer for the Wyoming Region of full power Town Square Media radio stations. Like myself, the mini-trump that staged a hostility takeover of the ALPB couldn't stand the blunt and well informed disagreements made by better informed KROCKs and drove him away as "detrimental to the ALPB" where only one man's opinion is allowed. I hesitate to comment about Bob Fwordly because he has demonstrated his hacking ability with computer systems by sending untraceable threatening "anonymous" emails... and recently my website went down, which I've been attributing to old equipment... but ....

Bill Baker in a Radio World -- Submitted by Boomer

Part-15's friend Bill Baker has a novel use for AM Part-15 and he talks about it in Radio World!

"Low-Power Radio in the Parking Lot: What You Need to Know
We asked Bill Baker, who specializes in radio systems for emergencies, TIS and other low-power situations

By Paul Mclane
Published: April 4, 2020

"Radio stations and engineers are hearing a lot of questions from U.S. churches and hospitals inquiring whether they can legally set up low-power radio broadcasts to their parking lots. What’s the right answer?

"We talked to Bill Baker, whose company Information Station Specialists provides radio solutions for emergencies and events, Traveler’s Information and Highway Advisory Radio and specialized legal unlicensed operations."

Radio World: This seems like a good time to pause and ask generally what the FCC rules allow.

Bill Baker: "FCC “Part 15” rules set the parameters for short-range broadcasts, which can contain almost any kind of content and can operate on any standard frequency as long as interference to broadcasters does not result. .."

Frequencies Opening and Closing

KDX Worldround Radio is an international radio station speaking (streaming) English to the whole of mankind. But, inasmuch as it's necessary to be somewhere, we happen to be located in the physical midwest (we say midwaste) of the Homeland (formerly the United States of America), and generally have little to say about that seen at close range, such as neighboring lawns, dog-human walkings and city hall laundry. We do, however, get to wondering whether the state of the local radio dial is representative of wider trends or merely distinct to the region.

Taking it one frequency at a time there is 590 kHz which opened up for a few months following a publicized fist-fight among managers in the station hallway followed by shutting down for lack of funds. By a coincidence we of KDX were on the lookout for a channel low on the AM dial for our forthcoming carrier-current station, but right when we would have begun, funding must have come through because 590 returned to operation.

AM 1380 went silent for a number of weeks giving opportunity for a latent desire of ours to plunk transmitters on every possible frequency so our local (low power) footprints would approach that of a shoe-wearing centipede but then 1380 returned to life with an all-woman format so strenuous that it burned out within two weeks and went silent again until another ambitious scheme brought it back.

Four more frequencies are beginning to extinguish as the licenses are pulled by the FCC for alleged misrepresentation in the original applications by Insane Broadcasting Company. These are 1510, 1490, 1430, 1190 kHz and 98.7 FM (translator), one of which remains on the air as the drama plays out.

Now, as it turns out, isn't the right time for KDX to expand onto all this new (un)real estate because spending on transmitters is unjustified during a pandemic.

FM Works for KDX

This afternoon the KDX Website was closed for weekly maintenance during which time we physically relocated the FM transmitter that delivers KDX programming to radios here within the Internet Building, home of Worldround Radio. The transmitter has been crowded in with a jumble of computers and peripherals closely crammed around the operator position and was moved to relieve some of the crowding as we pursue repair of our disabled server. Now positioned 35-feet away at the rear-wall of the building the C.Crane FM2 Transmitter is on the air while we enjoy Harry Schearer's weekly Le Show. KDX has made much use of low power FM as authorized under FCC 15.239 and regularly utilizes five frequencies to shuttle programs from point to point.

For farther reach out about the surrounding campus KDX operates AM transmitters on five frequencies under FCC 15.219/15.221.

If Trump Hasn't Killed You Yet

Ingesting bleach or Lysol per the president's 3rd grade chemistry notions makes the coronavirus seem tame by comparison, but there is something else worth trying which was brought to our attention on The Mischke Roadshow as heard on KDX Worldround Radio and available on the drug store shelf at little cost. When this program came out several years ago I found it so convincing that I swallowed some of the chemical and felt very normal afterword but not having been sick I don't know if it would have cured.

I picked up WWVA 1170 Wheeling, West Virginia on my crystal set.  As you know, they are 50 kW, and omni directional.
So that's 950 miles.  Better than some guys with crystal sets and not as good as some others.  The problem with building high performance crystal sets is the mechanics.
There are so many unusual low loss parts that need to be obtained and put together just right. - Brooce

Well, Brooce, I have some oatmeal boxes. Wasn't there a project long ago that involved building a crystal set in an oatmeal box?

SO Many by Carl Blare

As programmer for International Radio Station KDX-OGG I am presented with SO many radio program choices that we could easily fill ten radio stations. This is because now everyone and their neighbors are producing podcasts; everyone has a radio production studio on their desktop.

As a social communicator in contact with many individuals within and without the radio industry it happens there are SO many adherents of the extreme right who guard their thin skin by feigning umbrage over parodies and satires of the Furhrer Trump and the other fascists of their clan.

As security observer from the parade review stand of the Internet Building we witness SO many delivery trucks wending and weaving about the maze of streets, roads, avenues, boulevards, drives and ways indicating a rash of online retail purchasing by surrounding residents during quarantine lockdown.

As maintenance technician for Worldround Radio and its media conglomeration there are SO many individual and interconnecting technical systems in need of installation and repair that no time remains for idle blogging efforts which explains why this one ends so abruptly.
